The Dr.
Brock’s Pre-Vet Society
Article I: Name
Dr. Brock’s Pre-Veterinary Society (DBPVS)
Article II: Purpose and Aims
The objectives of this organization
are: first to promote and stimulate interest in the field of
veterinary medicine; second, to provide its members with sources of
information regarding the application process; and third to provide
opportunities for working knowledge in the field of veterinary
medicine.
Article III: Requirements for Membership
I. Membership Status
A.
In order for someone to become a member of DBPVS, they must
meet the following requirements:
1. Must be an enrolled student of
Texas Tech University
2. Must pay dues.
II. Rights and Responsibilities of Members
A. Active Status
1. Have the right to
vote
2. Can hold office
III. Expulsion
A.
Voted Expulsion
1.
Any member regardless of status may be expelled from the
society by a 75% vote of the active status members, present at the
time of voting, for unprofessional conduct.
2.
Any member expelled from the society for unprofessional conduct
may not regain membership of any kind.
Article IV: Officers
I. Requirement to hold office
A. All officers must be
members who have held active status for at least one
semester.
II. Exceptions
A. In the event that
there is an inadequate number of members who have held active status
for one semester, new activities may run for office.
III. Officer Duties
A. President
1. Run and
organize meetings including contacting outside speakers.
2. Preside
over executive council and enforcing other officer duties.
3. Enforce
the constitution
4.
Agriculture Council Representative
5. Be the
official representative of the society
B. Vice-President
1. Fill-in
for president in his/her absence
2. Organize
Volunteer/Service events
3. Keep
track of members’ individual status (active, candidate, probationary)
4.
Agriculture Council Representative
C. Secretary/PR
1. Take
minutes/roll at meetings and events
2. Keep
track of member’s points
3. Publicize
Society’s events and meetings
4. Do any
correspondence
D. Treasurer
1. Collect
dues at the beginning of each semester
2. Keep
track of society’s overall funds
3. Construct
a budget at the beginning of each semester
4. Organize
any fundraisers.
E. Historian
1. Take
pictures at society functions
2. Create
and maintain a web page
3. Compile
an annual scrapbook due by the second to last meeting of the semester.
4. Serve as
Agriculture Council Alternate
F. Agriculture Council
Representative
1. Serve as
an elected representative on the Agriculture Council
2.
Participate in the executive council.
IV. Election Process
A. Members of active status shall
elect its officers at a regularly called
meeting at the end of the
spring semester. Voting procedures will be as
follows:
1. The Secretary/PR officer
must publicize at which meeting the
officer nominations and
elections will occur.
2. The meeting at which the
elections are held each officer
candidate will deliver
their platform and answer any questions
from the society
3. A 66% majority vote of
active status members present at the
meeting shall be necessary
for election.
4. in the case that no
candidate receives a 66% majority vote there
shall be a runoff election
involving the top two candidates. A
second vote will then be
taken and a 51% simple majority will
be necessary for election.
5. In the
case that a candidate is running unopposed, the candidate
is not
required to give a speech and will win the office by
acclamation.
B. Special Elections
1. If at any
time an officer fails to meet requirements for active
status,
they will be automatically dropped as an officer.
2. If at any
time an officer resigns or is dropped, an election must
be held
to fill the position.
3. The
election procedures will be the same as above and held as
soon as
possible.
V. General Officer Guidelines
A. Society officers shall serve without
compensation.
B. Each officer, except the officer running
the meeting, shall have one
vote at all meetings of the society.
C. The executive committee shall be composed
of all elected officers.
D. Any elected officer may form committees
within the approval of the
executive council.
E. No member of active status is eligible to
hold more than one elected
position on the executive council at one
time.
F. Each officer is elected to a one-year
term. They may be reelected the
following year.
G. An officer can only serve two consecutive
terms in each office.
H Officer removal
1. If at any time a member of
active status feels an officer is not
adequately filing their
position they may write a letter to the
society requesting the
officer’s removal.
2. The society will then vote on
the officer’s removal. A 66%
majority vote of the members
present and voting is required for
officer removal.
3. Before voting, the officer
addresses the society and answers any
questions from the members.
Article V: Special Events
I. Special Events: any event
partially or fully funded by the Society money.
II. All members earning 2/3 or more
of possible society points for the year may
Attend special events.
A. Society points are
earned through attendance of regular society events:
Meetings,
fundraisers, Ag Council events worked for the Society, etc.
Article VI: Meetings
I. Meetings will be held bimonthly.
Article VII: Society Relations
I. DBPVS will seek association with
American Veterinary Medicine Association
and other organizations which
will broaden the horizons of the society.
Article VIII: Proposed Activities
I. Bimonthly meetings will be held
to organize society events, keep members
informed, and promote our
purpose.
II. Providing volunteering
opportunities in the veterinary field.
III. Community service activities.
IV. Informative functions on
preparation for careers in veterinary medicine.
Article IX: Executive Committee
I. Executive committee will be
composed of elected officers and will be presided
over by the president. I will
assist the president in organization of the meetings
and support the society’s
activities.
Article X: Advisors
I. There will be two advisors:
A. One must be a full
time faculty member of Texas Tech University,
main campus. He or
she must have working knowledge of animals.
B. The second must be a
practicing veterinarian who will be actively
involved in the
society’s events.
II. Advisor Selection
A. Advisors must meet
the above requirements.
B. The advisor will
remain in the position until he or she resigns or the
Society votes 66%
majority that he or she is an ineffective advisor.
C. Advisors will be
nominated and elected in the same manner as officers
with consent of the
nominee.
Article XI: Rules of Order

Revised
Article XII: The Amendment Process
I. Proposed amendments to this
Constitution shall be presented in writing prior to
the meeting during which voting
will take place.
II. Passage of the proposed
amendment shall require a two-thirds vote of the
members present and voting.
III. If the amendment is passed it
will become operative and effective
Immediately, unless otherwise
stated in the amendment.
IV. If the favorable vote on a
proposed amendment is less than two-thirds
Of the members present and
voting, the proposed amendment may be
tabled until the next
regularly called meeting.
V. If the favorable two-thirds vote
is not obtained after the second vote, the
second vote, the amendment
shall be declared defeated and shall not be
proposed again for
consideration until one full semester has passed since the
original proposal of the
amendment.
Article XIII: Special Concerns
I. Members with handicaps and/or
disabilities that require special
accommodations should contact
the executive committee.
II. Any member unable to fulfill the
membership requirements due to academic
responsibilities, Texas Tech
sponsored activities, or unforeseen events should
consult the executive council.
The executive council can then exceptions as
seen fit.
Article IX: Amendments
Amendment 1: Voting
-
Nominations will be made one meeting prior to
election date.
-
The nominations will speak briefly about
themselves the day of the nominations.
a)
Speeches shall not last longer than two minutes in length.
b)
Candidates will speak about themselves one time for all desired
offices.
-
A ballot will be printed with all the
nominees’ names for each position and a blank for a write in vote.
-
Votes will be tallied by two officers from the
current year
a)
The officers tally votes cannot be candidates for office in the
current elections.
b)
If all officers are running, the two non-candidate members may
tally the votes.
c)
The president will not be allowed to vote unless there is a tie
in a run-off.
-
The printed ballots will be available for
viewing as soon as votes are tallied if any member wishes to review
the ballots.
-
The ballots will then be kept by an advisor
for the year the elected officers are in office.
-
In the event of an officer relinquishing their
position
a)
A temporary officer will be assigned by the executive council.
b)
The previous stated voting criteria will be used to establish a
newly elected officer as soon as possible.
c)
If all members present at the meeting agree unanimously the
temporary officer may be elected by acclamation.
8. Article IV section III: It says that a
single person will be elected to Ag Council Representative. The
amendment that two people and an alternate are to be elected to the Ag
Council Representative position. The President shall serve as the
second alternate position.
9. Article IX amendment 1(voting procedures)
section 2: To strike the word nominations and add election.
