A Bill Appropriating the 2003-2004 GPSA Student Organization Budget Allotments
An appropriation of funds for the 2003-2004 year. Be it enacted by the Congress of GPSA that the following budgets be allocated:
Agriculture Education and Communications Graduate Student Org. -- $1,000
Black Graduate Student Association -- $1,650
CEFIRO -- $1,980
Counseling Council -- $1,000
Higher Education Student Association -- $ 800
International Dialogue Student Association -- $ 750

A Resolution of the Graduate and Professional Student Association of Texas Tech University
(Stating the sentiments of graduate and professional students of Texas Tech University concerning the changing of the mandatory student athletic fee to an 'opt-in' fee.)
WHEREAS, the Athletic Department at Texas Tech is currently assessing undergraduate, graduate, law school, and Health Sciences students a mandatory athletic fee during the fall and spring semesters that provides "first-come first-served" seating in designated student seating sections for all home athletic events; and
WHEREAS, the athletic fee was to provide the students the ability to purchase up to four "available" tickets to athletic events at half price; and
WHEREAS, the Athletic Department has not taken the initiative to provide Graduate and Professional students with ample information regarding the purchasing of additional tickets to home athletic events;
WHEREAS, in general, Graduate and Professional students do not have the time to attend such events; and
WHEREAS, many Graduate and Professional students have families, and with such would, for the most part, not want to sit in a section around rowdy and rambunctious students with said families; and
THEREFORE BE IT RESOLVED that the Texas Tech University Board Regents change the current Athletic Fee from a mandatory fee to an "opt-in" fee, so that those students who do not have the time or the desire to attend home athletic events will not be paying for a service they will not benefit from and those students who have families will not have to purchase extra tickets or sit near rowdy and sometimes unruly students.
BE IT FURTHER RESOLVED that this resolution be spread upon the Journal of the Graduate and Professional Student Association and copies be sent to Mr. Robert Black, Chairman of the Texas Tech University Board of Regents; Dr. David Smith, Chancellor of Texas Tech University System; Dr. Don Haragan, Interim President of Texas Tech University; Dr. Bill Marcy, Provost of Texas Tech University; Dean Ron Anderson, Dean of the Texas Tech University Graduate School; Dr. Michael Shonrock, Vice President of Student Affairs of Texas Tech University; Mr. Gerald Meyers, Athletic Director; Chair, Athletic Fee Committee; Ms. Kelli Stumbo, President of the Student Government Association of Texas Tech University; Mr. James Fay, President of the Student Senate of the Texas Tech University Health Sciences Center; Mr. Danny Smith, President of the Student Bar Association of the Texas Tech University School of Law, Ms. Melissa Guest, Editor of the University Daily; and all the graduate and professional students of Texas Tech University.

A Resolution of the Graduate and Professional Student Association of Texas Tech University
(Stating the sentiments of the graduate and professional students of Texas Tech University concerning the creation of a Graduate and Professional Student Appreciation Week in the State of Texas.)
WHEREAS, graduate and professional students have distinguished
themselves in their chosen fields; and,
WHEREAS, the economy of Texas, Lubbock, and surrounding counties is strengthened by the presence of graduate and professional students; and,
WHEREAS, there are over 25,000 graduate students in Texas, and over 4,000 graduate students studying at Texas Tech University; and,
WHEREAS, graduate and professional students are the future doctors,
teachers, lawyers, business people, scientists, artists, and leaders of
the State of Texas.
THEREFORE BE IT RESOLVED that we, the Graduate and Professional students of Texas Tech University ask the Governor of the State of Texas, Mr. Rick Perry, and the Mayor of Lubbock, TX, Mr. Marc McDougal, to proclaim April 7-11, 2003 to be Graduate and Professional Student Appreciation Week in the state of Texas.

A Resolution of the Graduate and Professional Student Association of Texas Tech University
(Stating the sentiments of graduate and professional students of Texas Tech University concerning the current growth in number of students at Texas Tech University and supporting the Faculty Senate of Texas Tech University.)
WHEREAS, the current growth in the student population is forcing students who live on campus to live in study lounges; and
WHEREAS, the current growth in the student population is causing over-crowding in lecture halls, forcing students to sit on the stairs or stand during lectures; and
WHEREAS, the current growth in the student population is raising the student to faculty ratio; and
WHEREAS, all of the above are hurting the overall educational process; and
WHEREAS, the increase in students at the Freshmen level that are already in the pipeline will be placing an increasing burden upon the professors who teach mid- and upper-level courses; and
WHEREAS, the projected figures for the Fall 2003 semester show an even higher number of students; and
WHEREAS, increasing student enrollment without adequate funding to maintain sufficient full-time faculty will adversely affect the quality of teaching, research, and service to our students and community; and
WHEREAS, the Faculty Senate of Texas Tech University passed a similar resolution during their February 13, 2003 meeting.
THEREFORE BE IT RESOLVED that the Administration of Texas Tech University take a moment to reconsider their current plans of continuing to increase enrollment until all of the necessary facilities are in place to house and teach these students and to quit counting students and to make what students we already have count.

A Resolution on Graduate and Professional Student Employment Resources
WHEREAS, the National Association of Graduate and Professional Students approved the passage of the initial national resolution; and
WHEREAS, career paths for graduate and professional students have diversified; and
WHEREAS, resources about career paths at a graduate and professional level are not available on the Texas Tech University System campuses; and
WHEREAS, career development resources are not offered or geared to graduate and professional students;
THEREFORE BE IT RESOLVED that Texas Tech University System provide Career Planning and Placement services for graduate and professional students in the form of an established career counselor dedicated to graduate and professional students.
BE IT FURTHER RESOLVED that this resolution be spread upon the Journal of the Graduate and Professional Student Government Association and copies sent to Dr. David Smith, Chancellor of Texas Tech University System; Ms. Cindy Rugeley, Vice Chancellor for News and Information of the Texas Tech University System; Dr. David J. A Resolution on Graduate and Professional Student ID Cards
WHEREAS, the Texas Tech University System has ID cards; and
WHEREAS, the present student ID card only identifies student and faculty/staff members but is not specific in identifying graduate and professional students;
WHEREAS, graduate students can benefit by having their own ID card aside from other graduate and professional students within the Texas Tech University System
(i.e., School of Medicine, Allied Health, etc.); and
WHEREAS, the ID card can be used for multiple purposes both on & off campus in identifying graduate students from Texas Tech University; and
THEREFORE BE IT RESOLVED that Texas Tech University System provide an ID card that identifies graduate and professional students by adding an identifying marker that specifically shows the status of being a Texas Tech University graduate and professional student.
