Dr. Louis Mills research interests focus on marine scenic resource assessment, marine parks, conservation easements and development, management and design of land trusts, coastal zone planning, sustainable tourism planning, and environmental site analysis. His current research projects focus on environmental analysis of scenic resources of the Texas coastal zone and scenic resources design guidelines for the Texas Coastal Zone.

Before coming to Texas Tech, Dr. Mills worked for his own design corporation in New York, specializing in landscape architecture, historic preservation, construction management, and site and regional planning. He is a member of the American Society of Landscape Architects, Gamma Sigma Delta, and Sigma Lambda Alpha International Honor Society in Landscape Architecture. In 2001, he was awarded the New Faculty Research Award.
